Wind Energy in Poland
Poland has an enormous potential for the development of wind energy production. According to data from January 29th, 2008, all 142 big and small turbines in Poland combined produce only 280MW. Their average power is approximately 1.52 MW, i.e. 0.0037 kW per citizen and 0.45 kW per square km of land.
The number of wind farms in Poland is one of the smallest in Europe and until recently conditions for the development of renewable energy in the country were not encouraging. However, in last years, Poland has adopted a number of legal regulations supporting unambiguous benefits from the development of renewable energy sources for the state. These benefits include technological advancements, the development of local labour markets, reduction of harmful pollution and the increase of energy security for the country.
The Polish Energy Act of April 10th, 1997 and the implementing regulations are the fundamental Polish legislation on the development of renewable energy production in the country. They recommend to consider renewable energy sources in development plans of energy producers and in the assumptions for local municipality plans relating to supplies of electric energy, gas fuels and heat. According to the law it is possible to include expenses incurred by the municipality for the development of renewable energy production in energy prices. The law facilitates the introduction of real energy prices and helps the state reduce subsidies for fossil fuels. In the future this process may result in the inclusion of external expenses, both ecological and social, in the calculations of energy costs within the traditional energy supply.
The Regulation of the Minister of Economy of December 15th, 2000 introduced a legal requirement for operators selling energy to purchase energy from unconventional and renewable sources. The legal requirement is met when annual sale of energy by a given energy company includes not less than:
- 5 % in 2008,
- 6 % in 2009,
- 7.5 % in 2010 and subsequent years.

Polish Government plans for the year 2010:

- 2,000 MW in wind energy production,
- 2.3 % wind energy in the country’s energy consumption,
- growth of power between 2006 and 2010: over 1800 MW (nearly 450 MW annually).

Polish Government plans for 2020:

- CO2 reduction by as much as 15 % (among other instruments through the reduction of the number of permits for industrial CO2 emissions and through a requirement for power plants to acquire all emission permits on auctions),
- implementation of economic reforms within „the climate package” prepared by the European Commission.
